In summary, you need a Representative under Article 27 of UK GDPR if the UK GDPR applies to you and you do not have an establishment in the UK. The current draft Bill proposes eliminating the need for a UK Representative under UK GDPR. (Bear in mind the Representative, and the test as to whether you need one, is different to the DPO.) We’ll have to see how the Bill travels through parliament before we know for sure but, currently, UK Representatives are in UK GDPR.
